Neverwitner Artifact Recovery is the level 21 quest that can get our first artifact. Of course, you can buy it first form Auction House. Sgt.Knox will make you talk to Elder Reader Laris and then to Blackdagger Ruins map to do a quest (As shown).

There is a video about this Artifact Recovery quest on my hunter ranger class in Blackdagger Ruins. During the recording is not very good, because I need to do other important things, so not very attentively.
